The cost of negligence is heavy

Mustafa Bildircin The amounts of public losses identified and ruled upon during audits of public authorities with general and special budgets have been revealed. The amount of public loss, disclosed in the General Compliance Report prepared following audits of the administrative and financial transactions of public institutions, revealed that even the irregularities that could be identified alone resulted in public losses amounting to hundreds of millions of lira.  As a result of the findings by the Court of Auditors’ auditors regarding public administrations under the general and special budgets, and the subsequent legal proceedings, the finalised public loss figure by the end of 2025 stood at 120 million TL and 23 million euros.

 It was stated that the amount of Court of Auditors rulings finalised by 31 December 2025 in public administrations under the general budget stood at 60 million 649 thousand Turkish Lira and 659 thousand euros. Of the Court of Auditors rulings—which reflect the losses arising from transactions contrary to legislation within public administrations—only 40 million 607 thousand Turkish Lira was recovered. It was found that the Ministry of Health was the institution causing the greatest public loss amongst public administrations funded from the general budget.

The amount of public loss ruled upon by the Court of Auditors was recorded as 27,649,000 TL. STATE HYDRAULIC WORKS AT THE TOP It was reported that the total amount of Court of Auditors rulings finalised and currently undergoing the recovery process in public administrations with special budgets stands at 128 million 66 thousand TL and 22 million 89 euros. Of the total public loss of 128 million TL, 57.8 million TL was recovered from those responsible.

The amount of loss ruled upon at the State Hydraulic was recorded in the report as 56 million 200 thousand TL. It was noted that the DSİ was the public institution responsible for the highest amount of public loss among all public bodies. The total public loss finalised following the detection of irregularities and subsequent legal proceedings concerning public administrations with general and special budgets reached 118 million 521 thousand Turkish Lira and 27 million 749 thousand euros in 2025.
